Governance

The Master Plumbers Association has a strong governance model.

The Association’s Board is elected from the National Council which is made up of members from across the membership categories.

Our National Councillors are here to represent you when government or regulatory bodies decide to make changes that will affect our industry and your business.

Scott Dowsett: President

Scott has over 24 years’ experience in the commercial plumbing industry and has been a member of the Association since 1997. He is Director of Cooke & Dowsett Pty Ltd, a national commercial plumbing company that currently employs over 420 full time employees. He has been a Committee member of the Construction Division since 2006 and is the division’s Chairman. Scott also represents the Construction Division on the National Council. 

 

 

 

 

Norm Anderson: Vice President

Norm has over 30 years’ experience in the Commercial plumbing Industry and is the Director of NSG Plumbing Pty Ltd a Melbourne based company offering Contract & Maintenance, Design and construct services.

NSG Plumbing currently employs 70 full time employees. Norm is an active member of the Construction Division and is a representative of the National Council.

 

 

 

Kevin Shinners: Vice President

Kevin’s company, JP Shinners & Sons, has been a Master Plumbers member since 1953. In 2002, Kevin was presented with the Hygieia Award for outstanding voluntary services for the development of the plumbing industry and in particular, recognition of his dedicated involvement in pursuing improvements in apprentice training for the industry. Kevin was granted life membership in recognition of his contribution to the Association.

 

 

 

 

Adrian Murphy: Hon Treasurer

Adrian has been actively involved in the process, commercial and industrial heating industry for 28 years and has been a member of the Master Plumbers since 2008. He is the Managing Director of Boilertech Pty Ltd a national supplier, installation and service organisation.

Adrian represents the Plumbing and Gasfitting Division on the National Council and represents the Association on AS3892 (Pressure Vessel Installation) and AS2593 (Unattended & Attended Boilers) Standards technical committees and was formerly President of the Boiler and Pressure Vessels Manufacturers Association and G.A.S.A.

 

 

Grant Donald: Board Member

Grant is a qualified plumber who has been involved in the industry for over 40 years.

He is Director of Premier Plumbing Service, a commercial plumbing company based in Ballarat.  Premier Plumbing Service (Victoria) Pty. Ltd. is a third generation family owned and operated company.

Proudly there membership with the Master Plumbers and the Mechanical Services Association of Australia has continued unbroken for 64 years.

 

 

 

Glenn Howard: Board Member

Glenn Howard has over 25 years’ experience in the plumbing industry and is Director of Beachside Plumbing Services Pty Ltd.

Beachside Plumbing Services employs staff across Victoria and New South Wales. Glenn was the National Training Facilitator for the Master Plumbers for six years delivering the Green Plumber training across Australia. In 2009 Glenn Howard won the Green Plumber of the Year Award and Beachside Plumbing won the Green Plumbers Commercial Project of the Year Award.

 

 

 

 

Peter Jensen: Board Member

Peter is Vice Chairman of the Master Plumbers Plumbing and Gas fitting Division. He is managing director of Worboys Plumbing which has been a member company of the Association over 70 years. In 2005 Worboys won the GreenPlumbers Domestic Project of the Year award.

 

 

 

 

 

Greg Tink: Board Member

Greg has over 30 years’ experience both as a contractor and an educator. He has delivered over 15,000 hours of theory and practical training across the pre-apprenticeship, apprenticeship and post-apprenticeship programs at RMIT University. Greg has contributed to a number of industry handbooks, reports and training programs, including over a decade of involvement in developing and delivering Green Plumber training. He has also designed and managed the installation of various leading edge work stations at PICAC. Greg also advises and assists with the development of various training programs at PICAC.

 

 

 

Rob Hansen: Board Member

Commencing with Barden Roofing in 1983, Rob has been involved in all aspects of the business from on the tools general roof plumbing to supervising roofing gangs, estimating projects and developing and implementing key company policies and procedures such as OH&S and Quality Assurance systems. Rob was appointed a Director of BSI in 2006.

Rob also has extensive experience in working with builders, employees and union representatives and is committed to ensuring Barden-Steeldeck Industries’ activities are carried out in strict accordance with all state and federal government legislative requirements.

 

 

Daniel Smolenaars: Board Member

Daniel has over 20 years’ experience in the Plumbing Industry. He is the managing director of Smolenaars Plumbing. After joining the nationwide Laser Plumbing franchise in 2007, the business has continued to grow, and through the establishment of a second premises in Traralgon in 2009 they now cover a full 200km radius between Lakes Entrance and Warragul.

In addition to their specialised gas and plumbing maintenance services, the company also comprises a Commercial department, to undertake construction activities from housing to hospitals, nursing homes, shopping centres and schools; and a Civil department, which caters for infrastructure developments, new housing estates and detailed sewer works.

 

 

 

Michael Tomlinson: National Council Representative

Michael has over 15 years’ experience in the industry, 10 of those successfully running Tomlinson Plumbing which services Geelong, the Surf Coast and the Bellarine Peninsula. He is passionate about providing excellent standards of customer service and workmanship for his clients.  He is keen to share his knowledge and expertise with other plumbers believing that it’s important to help others in the industry broaden their skills.

 

 

 

 

Peter Hall: National Council Representative

Peter has been involved in the plumbing industry for over 35 years. He is a Director of P & J Hall Plumbing Pty Ltd, a plumbing company based in Bayswater that specialises in all aspects of domestic plumbing. Peter is a representative on the National Council and has been a member of the Master Plumbers Association since 1999. A small company, P & J Hall Plumbing Pty Ltd have been actively involved in community projects and are committed to ongoing apprenticeship development.

 

 

 

 

Peter Lord: National Council Representative

Peter has been in the industry for over 30 years and is Managing Director of Trio Plumbing. Trio Plumbing currently employs over 100 staff and is involved in all types of plumbing, construction, maintenance, roofing and specialised façade systems. Peter has a keen interest in continually trying to improve our industry and is particularly invested in the development of our next generation of plumbers.

 

 

 

 

 

Rick Taylor: National Council Representative 

Rick, and his business Taylorheat, joined the Association in September 1977. He was appointed as Chairman of the Ballarat and Western Region in 1984 and once again in 1990. In 1998 Rick was elected onto the Master Plumbers Board. He was made Vice Chairman of the Environmental Division in 2004 and became Chairman of the Gas Division in 2006.

For almost 40 years Rick Taylor has been dynamic and dedicated member of the Master Plumbers and in December 2011, he was granted life membership in recognition of his contribution to the Association.

 

 

 

Phil Kelly - National Council Representative

Phil joined the Master Plumbers when he started his own business in 1988. In 1990 he became Chairman of the Bendigo and Northern Zone and he worked tirelessly to ensure members were involved in activities, promoting the Workskills competition and supporting the local TAFE College.

Phil was on the Board of Central Victorian Group Training for five years. In 2013, the first Graham White award was presented Phil in recognition of his ongoing and valuable contribution to the Association and the community.

 

 

 

Lawrie O'Shea - National Council Representative

Lawrie has been involved in the plumbing industry for 49 years.  He started O’Shea Plumbing in 1978 in partnership with his wife Barbara. In 2002 Barbara died from the asbestos related disease Mesothelioma. Lawrie is the Vice President of Asbestoswise, a Melbourne based asbestos support group and assists in representing the Association with asbestos matters.

 

 

 

Executive Team

The Association’s Executive team works to ensure the delivery of services to members and is responsible for the representation of member issues to external bodies and regulators.

Ken Gardner: CEO

Ken is well-known and highly respected throughout the plumbing, gasfitting and energy industries. His proven record as a Chief Executive spans over 18 years and covers the Office of Gas Safety and the Office of the Chief Electrical Inspector which he combined to form Energy Safe Victoria before joining the Master Plumbers.

Ken’s experience covers interaction with all levels of Government, Industry, Unions and plumbing businesses. Ken is the Chair of the Plumbing Advisory Committee in Victoria, he is the Secretary for the World Plumbing Council and is on the Boards of the Construction and Property Services - Industry Skills Council, the Plumbing Industry Climate Action Centre and the Plumbing Industry Joint Training Fund.

 

Bryan Smith: General Manager, Corporate Services

Bryan oversees the Group Training Scheme (Plumbing Apprenticeships Victoria) and manages the operation and administration of the scheme in Victoria.

Plumbing Apprenticeships Victoria has been providing the industry with highly skilled apprentices for over 30 years and currently employs over 100 plumbing apprentices.

Bryan also manages the Association’s financial and corporate services.

 

 

 

Alexandra Mannell: General Manager Training and Industry Development

Alexandra has a strong educational background and significant experience with training development in the plumbing and construction sectors and joined the Association in February 2010.

In her role, Alexandra oversees training, including the expansion of courses offered to members and industry. Master Plumbers delivers a range of courses including Certificate III Plumbing Apprenticeship, Certificate II Plumbing Pre-Apprenticeship and a number of license level and post-trade training courses.
